Program Overview 

All residential rental units must be licensed and inspected annually in order to provide contact information and ensure compliance with property maintenance codes.  Apartment complexes are not included in this program since they are subject to a separate license process that has existed for years.  The Village follows the 2009 International Property Maintenance Code (IPMC), with local amendments. 

The residential rental license and inspection program is intended to ensure the owner of a rental unit maintains the interior and exterior of the unit and property in compliance with the Village’s adopted property maintenance codes.

It is the property owner’s responsibility to obtain the license and inspections.

The January 13, 2017 renewal deadline has passed and as a result, penalties have been assessed as outlined in the Village's Municipal Code:

Payments received after the due date will be assessed a penalty equal to 25 percent of the license fee, and an additional 25 percent penalty will be assessed for each additional 30 days after the due date. Failure to renew a rental license may also result in the issuance of citations and/or other legal action.

Program Fees

The registration fee for the rental license is due annually, based on the calendar year. The license fee is $150 per unit, per year. A fee of $75 is applicable for units that are located within a multi-family building where the common areas of the building and exterior property are already inspected under a separate Village license (Steeple Hill, Highland Crossing, Huntington Grove, Moon Lake Village, Hilldale).  If you own more than one unit, you must obtain a license and pay a fee for each individual unit.

Inspection Process

An owner’s representative should be on-site 15 minutes prior to the scheduled inspection time, and a typical inspection will be completed in less than one hour. If the inspection reveals code violations at the rental property, reasonable time will be given to correct all violations and a reinspection will be required (subject to an additional fee). The compliance time will depend on the nature of the violation. Serious life safety violations, such as inoperable smoke and carbon monoxide detectors, will require immediate correction.  After the final inspection is approved verifying there are no code violations, the Village will issue a formal license to the owner of the property. This license is valid until December 31, at which time it must be renewed if the property will continue to be rented.
